Tarka Housing Buyer Profile

Tarka Housing was established in December 2007 with the transfer of Torridge District Council’s housing stock.  Tarka Housing along with Westcountry Housing in Torquay are part of the Westward Housing Group.

Tarka will be investing nearly £15m in improving its housing stock of 1,700 units in total.  These include properties at 16 sheltered schemes. There are also approximately 674 garages, 5 shops, 3 bedsits, 402 one bed properties, 717 two bed properties, 526 three bed properties, 26 four bed properties, and 1 five bed property.

Tarka Works provide in-house maintenance services and also bids for contract work including Torridge District Council’s corporate units.

There is the clear intention to provide more affordable housing for the local community.

Tarka Housing buys a variety of goods, works and services from other organisations to help deliver our strategic objectives.  Except for the smallest purchases our contracts are awarded through a competitive process; written quotations for minor expenditure or for the larger contracts through a formal tendering process.  For our largest expenditure over the spending levels laid down by the European Union, we follow the procedures that have been set by them.  We tender via the Open Journal of the European Union (OJEU), participate with other housing association in the procurement of a framework or purchase from a procurement consortium such as Procurement for Housing.

The procurement strategy seeks to provide clear direction and a coordinated strategic approach that avoids duplication and reduces bureaucracy, delivering improvements to the procurement process.  The key aim of the procurement strategy is to improve services to residents, to do this Tarka will:-

  • Use modern and appropriate procurement methods for supplies, works and services
  • Comply with all relevant legislation
  • Reduce administrative waste in the procurement process
  • Actively pursue opportunities for savings through improved procurement to achieve  excellent Value for Money
  • Ensure good practice examples are identified and applied consistently across the Group
  • Promote the sharing of best practice and market knowledge across the Group
  • Ensure good quality materials and services from the supply chain
    Consult Westward Housing customers and stakeholders on the future delivery of services
  • Ensure probity and integrity in all procurement activity
  • Ensure procurement activity supports and reflects Westward’s position on sustainable communities, environmental issues, equal opportunities and diversity
  • Continually improve procurement knowledge and skills within Westward through learning, adaptation and innovation, and raise the profile of procurement and its vital role within the Group
  • Meet Regulatory Standards
  • Ensure effective risk management of strategic procurement
